In the US we say July 28 or July 28th, “including my neighbors”, maybe add a comma to “we had been informed that the electricity generator was having problems, and that is why”, “why the lights went out”, “they could have rotted”, “it might be good”, “Enel company should have to fix this problem properly, so that this”

Also I think technically you’re supposed to write out numbers under 10, for example write three instead of 3

Hi, I'm currently studying for an international exam. This is a formal letter to the mayor of my city. I'd be good if you could check is everything looks good and if there are other ways to express anything. Thanks a lot :D Dear Mr. Chávez, I’m writing to complain about an incident which occurred to me and my neighbors in our district SMP, on 28 Jul. I am extremely dissatisfied about the absence of electricity in several houses and so my neighbors. That’s why we went to Enel Company to ask what the problem was. We had been informed that the electricity generator was having problems and that is why the light went out every minute but the employees told us that electricians would come to our district in one hour. I was extremely upset by this because they came 3 hours later, I did not have electricity for a long time, it was difficult for me to do my homework and the biggest problem was my fridge because the blood of the meat was melting and falling on my floor. Also, we had to cook most of the meats because they could have been rotted. Basically, an economic loss. It could be good for us to investigate this problem since we have had electricity for only 2 or 3 hours. For that reason, My tv is damaged. What would have happened if my plug had burned? If you were in my situation what would you do? I feel that you should take responsibility for this incident. I also suggest that Enel Company have to fix this problem properly, so this won’t happen in other places. I look forward to your reply. Yours sincerely, Maribi Barzola. (4)
